The recently published June 2013 CU for SharePoint and Foundation is considered as a “Post-SP2 CU” and is NOT INCLUDED into the SP2!
if you have already installed the June 2013 CU on your SharePoint servers, SP2 should be installed too to stay aligned with the patch level chain. If you have NOT installed June 2013 CU yet, you can install SP2 also and then applying the CU after.

Technical details about the SharePoint 2010 and Office Server 2010 SP2 releases (KB 2687524)
-> Download for the SP2 changes list

with the SharePoint 2010 June 2013 CU (KB2817527), and now the August 2013 CU (KB2817570), the server package includes a CAB file (ubersrv_1.CAB) in addition to the executable. Curious about the logic behind this change …
Its because we are reaching a physical file size limit of 2GB. So it had to be split.

Is this a “Post-SP2 hotfix”?  – What’s the relationship between SP2 and August 2013 CU?
June and August CU are both Post SP1/SP2 CUs. You can install August CU in SP1 or SP2. But we highly recommend to stay inline with the chronological patch history to stay consistent.
